Heat water slightly and add tomato bouillon and salt. Whisk until mixed.
With rice in steamer tray, add everything except the basil. Stir to just mix. Add water and combine. Set timer for 40 minutes. 25 minutes in, carefully top rice with basil and re-close lid.
Once done, let stand 5 minutes, then with a thin spoon or spatula; fluff rice by slicing across and back and forth. Re-cover and keep warm until plating.
